Mutinda Mutuku
: APPLICATION FOR THE Head of Common Foundations POSITION
Introduction
Dr. Mutinda Mutuku is a Health Economist with an integrated expertise and qualifications in Environmental and Natural Economics and Economics of Education; with also over 15 years professional experience in Project Management, monitoring and evaluation both in Public/Government, Private and Non-Governmental Organization sector. I hold a Doctorate in Economics of Kenyatta University (2019), a virtual PhD in Environmental Economics (LSE-BREAD/IGC), MA-Economics (Health Economics and Econometrics) of the University of Nairobi (2008), Bed (Mathematics and Economics) of the Moi University (2003) and Post graduate Diploma in Project Management from Kenya Institute of Management (KIM) (2008).
Dr. Mutuku is currently working with the Ministry of Health, National Syndemic Diseases Control Council (NSDCC) as a Health Economist and Programme Officer, HIV Investments, Costing and Expenditure Analysis with added responsibilities for the position of Programme Officer, Policy, Strategy and Innovation since 2016.
My current responsibilities at NSDCC involves administration, management and evaluation of programmes undertaken by the organization to establish the value for money (VfM) invested in the projects, the returns on Investments (ROI) and efficiency of the investments made in line with the budgets provided. The outcome from the evaluations is translated into strategy frameworks and policy documents/ briefs bringing both partners, stakeholders, technocrats and policy makers a clear understanding of the programmes undertaken by NSDCC. The position also includes development, review and evaluation of the Kenya AIDS Strategic Framework II and the Analysis of the Global AIDS Monitoring (GAM) reports, that are submitted annually to the UNAIDS. Currently, I am leading the financing and Strategy workstream in the development of the sustainability framework for the HIV programme in Kenya.
Previously, I worked with Populations Services Kenya (PSK), as the Project Manager, for a Climate Change and Environment Project, where I oversaw product development, implementation, evaluation and reporting of the project progress and its impact. The value for money for the projects reduced cost of operations for Tunza social health franchise hence increased demand for the services in the provision of family health services through an innovative franchise model.
In the evaluation of the value of community projects, I worked with the SNV Netherlands Development Organization as an Economic Advisor for the Water, Sanitation and Hygiene (WASH) project funded by DFID under the Kenya Markets Trust (KMT)/Gatsby Africa. The evaluation outcome of the project presented to the DCED evaluation meeting which adopted the Impact report[1]((PDF) Impact Analysis on Public Private Partnership and Household Welfare Change in the Water Sector an Econometric Analysis (researchgate.net)
